The Staff Selection Commission (SSC) has issued the notification for the Senior Secretariat Assistant / Upper Division Clerk Grade Limited Departmental Competitive Examination, 2025. This examination is for regular Junior Secretariat Assistants (JSA) / Lower Division Clerks (LDC) of the participating services/cadres to be promoted to the SSA/UDC Grade (Pay Level‑4, Group ‘C’ Non‑Gazetted). Online applications are invited from 05 June 2026 to 26 June 2026 (2300 hours). The Computer Based Examination is tentatively scheduled in July‑August 2026 and will be conducted only in Delhi NCR. 🎓 Eligibility Conditions

Candidates must be regular, permanent or regularly appointed temporary Junior Secretariat Assistant / Lower Division Clerk of one of the participating services/cadres. Additional conditions:

  • Educational Qualification: Bachelor’s degree of a recognized university or its equivalent (for Central Passport Organisation). For other services, the eligibility rules of that service apply (generally graduation required).
  • Service Requirements (as on crucial date 01.07.2025 or 01.01.2025 as per cadre):
    • Central Passport Organisation: 6 years service as Junior Passport Assistant + Bachelor’s degree.
    • AFHQ Clerical Service / Railway Board / CAT / CVC / Forest Survey / NTRO / DG Defence Estates / MSME: 5 years regular service in JSA/LDC grade.
    • Election Commission of India: 3 years regular service (or 2 years if appointed through competitive exam).
  • Age Limit: For some cadres (e.g., DG Defence Estates) maximum age 45 years as on crucial date. Relaxation as per rules.
  • Typing Test: Candidates must have passed the typing test prescribed by SSC for confirmation in JSA/LDC grade, unless exempted.
  • Lien: Candidates on deputation to ex‑cadre posts with approval of competent authority and retaining lien in parent cadre are eligible.
🚨 Important: Candidates who have resigned, quit service, or whose services have been terminated (unless on deputation with lien) are not eligible.

📝 Selection Process & Exam Pattern (Total 400 Marks)

The selection consists of two parts:

Part‑I: Written Examination (300 Marks)

  • Paper‑I (Computer Based Examination): 200 marks, 2 hours, objective type (MCQ). Two sections: (a) General Awareness (100 questions, 100 marks), (b) English Language & Comprehension (100 questions, 100 marks). Negative marking of 0.25 marks per wrong answer.
  • Paper‑II (Descriptive – Conventional Type): 100 marks, 2 hours. Subject: Noting, Drafting & Office Procedure.

Part‑II: Evaluation of Record of Service (100 Marks)

Based on the candidate’s Annual Performance Appraisal Reports (APARs). No request for change in APAR grading will be entertained.

Mode of Selection

  • Minimum qualifying marks may be fixed by the Commission.
  • Shortlisting for Paper‑II based on Paper‑I performance.
  • Shortlisting for Part‑II based on aggregate of Paper‑I + Paper‑II.
  • Final merit list based on total marks (Paper‑I + Paper‑II + APAR evaluation).
  • Tie‑breaker: Marks in Paper‑II → Marks in part (b) of Paper‑II → Older date of birth → Alphabetical order.

📚 Syllabus Overview

Paper‑I (General Awareness): Current events, everyday observations, India and its neighbours – History, Culture, Geography, Economics, Science, General Polity, Scientific Research.

Paper‑I (English Language & Comprehension): Vocabulary, spelling, grammar, sentence structure, synonyms, antonyms, sentence completion, phrases, idioms, passage comprehension (Matriculation level).

Paper‑II (Noting, Drafting & Office Procedure): Knowledge of office procedure in Secretariat and Attached Offices, ability to write notes and drafts. Candidates must study the Manual of Office Procedure (Railways), Rules of Procedure of Lok Sabha and Rajya Sabha, orders regarding use of Hindi, and reservation policy.

📧 How to Apply (Step‑by‑Step)

  1. One Time Registration (OTR): All candidates must first register on the new SSC website (ssc.gov.in) if not already done. Provide personal details, educational details, mobile/email verification, and upload documents as required. OTR once done is valid for all future exams.
  2. Fill Online Application: Log in with Registration Number and Password. Click on “Apply” for “Senior Secretariat Assistant/Upper Division Clerk Grade Limited Departmental Competitive Examination, 2025”.
  3. Capture Live Photograph: Use webcam or smartphone to capture a clear, full‑frontal photograph (no cap, no spectacles, plain background).
  4. Upload Signature: Scan signature in JPG format (10–20 KB, dimension ~6.0cm x 2.0cm).
  5. Fill Service Details: Provide department, cadre, date of joining, length of service, details of ex‑cadre post (if any), typing test details, etc.
  6. Upload Required Documents: (i) Certified true copy of first page of Service Book, (ii) Particulars of service, (iii) Educational certificate (if applicable), (iv) Disability/Defence Personnel certificate (if applicable).
  7. Submit Application: Review all details, tick declaration, and submit. Download and print the application form.
  8. Forward through Department: The printed application, along with all enclosures, must be forwarded by the Head of Department/Office to the Regional Director, SSC (Northern Region), Block No.12, CGO Complex, Lodhi Road, New Delhi-110003 by 03 July 2026 (18:00 Hrs). Candidates abroad/Andaman/Lakshadweep have until 10 July 2026.
🚨 Critical Notes:
  • Only those applications forwarded by the Head of Department/Office will be considered. SSC will not accept direct applications.
  • Photographs of pre‑existing photos or blurred/miniature signatures will lead to rejection.
  • No change in application details is allowed after submission.
  • Admit cards will be issued online only, about 3‑4 days before the exam. No postal dispatch.
