Overview

- Applicants for Level 6 posts should have basic working knowledge of computers, particularly in all modules of MS Office, including e-office, email, etc.
- The deputation will initially be for a period of three years for the post of Port Executive and five years for the remaining posts. Period of deputation will include period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department in the Central Government. The appointment will not bestow on the appointee on deputation any claim for regular appointment.
- The deputation will be subject to various circulars of DoP&T on the subject, and especially the terms and conditions of deputation as stipulated in DoP&T's OM No. 6/8/2009-Estt. (Pay II) dated 17.06.2010 and subsequent amendments made thereon.

Annexure 'A' — Full Eligibility Criteria for Levels 6, 7, 11 & 13 Posts
1. Vigilance Officer
Deputation —
Officers of the Central Government or State Government or Union territory Administrations or autonomous body or statutory organisation,—
(a) (i) holding analogous post on a regular basis in the parent cadre or department; or
(ii) with five years' service rendered after appointment to the post on a regular basis in Level-12 in the pay matrix (Rs. 78800-209200) or equivalent in the parent cadre or department; or
(iii) with ten years' service rendered after appointment to the post on a regular basis in Level-11 in the pay matrix (Rs. 67700-208700) or equivalent in the parent cadre or department; and
(b) possessing the following educational qualifications and experience, namely:—
(i) Bachelor's degree from a recognised University or recognised institute; and
(ii) three years' experience in handling vigilance matters besides in the field of policy, administration, human resource development, finance, accounts, or court cases in the Central Government or State Government or Union territory Administrations or autonomous body or statutory organisation.
Note 1.— The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five years.

2. Chief Port Administrator
Deputation —
Officers of the Central Government or State Government or Union territory Administrations or autonomous body or statutory organisation,—

(ii) three years' experience in the field of operations, business administration, transport, logistics, security, industry or commerce in the Central Government or State Governments or Union territory Administrations or autonomous body or statutory organisation.
Desirable: Preferably holding Master's degree in Management from recognised University or recognised institute.
Note 1.— The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five years.

3. Under Secretary
Deputation —

4. Port Administrator

(ii) with five years' regular service in the grade rendered after appointment thereto on regular basis in pay level 10 or equivalent;
(iii) with eight years' regular service in the grade rendered after appointment thereto on regular basis in pay level 8 or equivalent; and
(b) possessing five years' experience in the fields of Management, planning and development, administration, human resource development, finance, vigilance, court cases and communication related matters in the Central Government or State Government or Union territory Administration or Statutory Body or Autonomous Body.
Desirable — Preferably holding of Master Degree in Management.

5. Assistant Engineer (Civil)
Deputation (including short term contract) —
Officers from the Central Government or State Government or Union territory Administration or Statutory Body or Autonomous Body —
(a) (i) holding analogous post on regular basis in the parent cadre or department; or
(ii) with five years' regular service in the grade rendered after appointment thereto on regular basis in pay level 6 in the Public Works Department or equivalent; and
(b) possessing three years' experience of working in civil engineering or electrical engineering and monitoring of construction activities in Central Government or State Government or Union territory Administration or Statutory Body or Autonomous Body.
Note 1— Period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department in the Central Government or State Government or Union territory Administration or Statutory Body or Autonomous Body shall ordinarily be for an initial period of five years and extendable up to seven years on yearly basis subject to prior approval of the lending organisation.
Note 2— The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.
Short term contract —
Where the Authority is unable to get suitable officers on deputation, the Authority may fill such vacancies by short term contract employment for a period of maximum six months at a time, from amongst officers retired from an analogous post in the Central Government or State Government or Union territory Administration and below the age of sixty-five years, having suitable qualifications and experience. Remuneration shall be paid as per extant rules and regulations of the Central Government on the subject.
6. Private Secretary
Deputation (including short term contract) —
Officers from the Central Government or State Government or Union territory Administration or Statutory Body or Autonomous Body —
(a) (i) holding analogous post on regular basis in the parent cadre or department; or
(ii) with five years' regular service in the grade rendered after appointment thereto on regular basis in pay level 6 or equivalent; and
(b) possessing five years' experience of working as Private Secretary in Central Government or State Government or Union territory Administration or Statutory Body or Autonomous Body.
Note 1— Period of deputation (including short term contract), as above, shall ordinarily be for an initial period of five years and extendable up to seven years on yearly basis subject to prior approval of the lending organisation.
Note 2— The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.
Short term contract — Same terms as Assistant Engineer (Civil) above — maximum six months at a time, from retired officers below 65 years with suitable qualifications and experience, remunerated as per extant Central Government rules.
7. Assistant
Deputation (including short term contract) —
Officers from the Central Government or State Government or Union territory Administration or Statutory Body or Autonomous Body —
(a) (i) holding analogous post on regular basis in the parent cadre or department; or
(ii) with six years' regular service in the grade rendered after appointment thereto on regular basis in pay level 5 or equivalent; and
(b) possessing three years' experience in administration, human resource development, finance in the Central Government or State Government or Union territory Administration or Statutory Body or Autonomous Body.
Note 1.— Period of deputation (including short term contract), as above, shall ordinarily be for an initial period of five years and extendable up to seven years on yearly basis subject to prior approval of the lending organisation.
Note 2.— The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.
Short term contract — Same terms as above — maximum six months at a time, from retired officers below 65 years with suitable qualifications and experience.
8. Junior Engineer (Electrical & Civil) — applies to both JE (Civil) and JE (Electrical) posts

(b) possessing five years' experience in secretarial practices, office management, effective communication skill, public dealing and related matters in the Central Government or State Government or Union territory Administration or Statutory Body or Autonomous Body.

(b) possessing the following educational qualifications and experience, namely:—
(i) Bachelor's Degree from a recognised University or recognised institute; and
(ii) with two years' experience in the fields of operations, administration, human resource development, communication, transport, logistics, planning, execution of project, warehousing, traffic regulation, passenger facilitation, security, industry or commerce in the Central Government or State Governments or Union territory Administrations or autonomous body or statutory organisation or public sector undertakings or recognised University or recognised research institution.

No. This circular is exclusively for serving officers of the Central Government, State Government, Union Territory Administration, Statutory Body, or Autonomous Body. There is no open or direct-application route.
Q2. How does an eligible officer actually apply?
Through their own employer — the application, with ACR/APAR and vigilance/integrity certification, must be forwarded through proper channel by the Head of Office to LPAI's Deputy Secretary (Administration). Advance copies may be sent by the applicant directly by post or email, but only proper-channel applications received by the deadline are considered.
