UPSC Advertisement No. 10/2026 — Overview

The Union Public Service Commission (UPSC) has invited online applications for Recruitment by Selection to 7 posts spread across the Ministry of Ports Shipping and Waterways, the Ministry of Law and Justice, the Ministry of Science and Technology, and the Administration of the Union Territory of Ladakh — 34 vacancies in total. Unlike UPSC's written-exam recruitments (CSE, CDS, etc.), this is an interview-based selection — candidates are shortlisted directly for a personality test, with a Recruitment Test used only where UPSC decides it's needed.

PwBD (Persons with Benchmark Disabilities) — General Rules Across All Posts

These apply uniformly to every post in this advertisement, whether or not a PwBD reservation exists on that specific post:

  • 40% threshold: Only candidates with 40% or more of the relevant benchmark disability get reservation/relaxation benefits.
  • Suitable-but-not-reserved posts: PwBD candidates can still apply to a post marked "suitable" even without reservation — they are then considered by the general standard of merit, but still get non-reservation concessions (age relaxation etc.).
  • Age relaxation: 10 years in the upper age limit for eligible PwBD categories — this stacks with SC/ST/OBC relaxation (so SC/ST PwBD candidates can get up to 15 years total; OBC PwBD up to 13 years). Maximum age on the closing date cannot exceed 56 years. This age concession applies regardless of whether the specific post is reserved for PwBD, as long as it's identified as suitable.
  • If a candidate qualifies for age relaxation both as PwBD and as a Central Government employee, whichever is more beneficial applies — not both.
  • Insufficient PwBD candidates: Where not enough eligible PwBD candidates are available for reserved-and-suitable posts, the experience requirement (years only, not nature of experience) may be relaxed by up to 50%.
  • Scribe facility: Available for Blindness, Locomotor Disability (Both Arms Affected), and Cerebral Palsy categories on request. Other PwBD categories can get a scribe on producing a certificate of physical limitation from a Government Health Care Institution's Chief Medical Officer/Civil Surgeon/Medical Superintendent. Candidates can bring their own scribe or request one from the Commission; the scribe's qualification must not exceed the minimum required for the post.
  • Temporary/improving disabilities are not eligible for reservation; conditions that are progressive, non-progressive, or not likely to improve are eligible.

How to Apply

  1. Register on the Online Application Portal (upsconline.nic.in/ora/) — this generates a Universal Registration Number (URN), common across all UPSC recruitments.
  2. Fill the Common Application Form (CAF) — common to all UPSC recruitments. Requires a live photo capture in addition to an uploaded photograph.
  3. Fill the post-specific module — this generates a dynamic Application Number specific to this vacancy.
  4. Upload your signature — sign three times on plain white paper in black ink and upload it as instructed.
  5. Upload supporting documents against every claim (see checklist below) as separate PDFs.
  6. Submit — applications cannot be withdrawn or edited after submission.
  7. Print the finally submitted application for your records; you'll need it if called for interview.

Note: A one-time URN profile edit facility exists, but changes only apply to applications submitted after the URN is updated and re-locked — not to already-submitted applications.

Annexure-VIII — Certificate of Disability (cases not covered by Annexure VI or VII)
Fields: examinee details as above; a 19-row disability table (same categories as Annexure VII minus Dwarfism/Blindness, which are covered under Annexure VI); overall % impairment; progressive/non-progressive status; reassessment schedule; proof-of-residence table; Signature/Seal of Authorised Signatory, plus countersignature of the Chief Medical Officer/Medical Superintendent/Head of Government Hospital where the issuing authority isn't a government servant.

Annexure-IX — Certificate for Government Employees Seeking Age Relaxation (filled by the Head of Department)
Fields: certification that the named employee holds a stated post at a stated Pay Level as on the closing date; No-Objection for appearing in the LAHD-SSRB examination for the named post, Advertisement No. and date; Signature, Name, Office Seal; Place; Date.

Annexure-X — Declaration by All Employed Applicants
Fields: declaration that the Head of Department has been informed in writing of the application, and that no vigilance case is pending/contemplated; Date of Appointment; Present Post & Pay Level; Employer's Name/Address/Tel./Fax/Email; Place; Date; Full Signature of Applicant.

Important Instructions

  • Citizenship: Indian citizen, or a subject of Nepal/Bhutan, or a pre-1962 Tibetan refugee settled in India, or a person of Indian origin migrated from Pakistan, Burma, Sri Lanka, or specified East African countries with intent to settle permanently (categories b–e require a Government of India eligibility certificate).
  • Shortlisting: If applications are numerous, UPSC may shortlist using Desirable Qualifications, higher qualifications/experience than the minimum, or a Recruitment Test.
  • No withdrawal or correction is permitted after submitting the online application.

Q1. Can I apply for more than one post in this advertisement?
Each post has its own vacancy-specific module under the same URN — you would need to complete a separate post-specific application for each post you're eligible for.

Q2. Is there a written exam for these posts?
Not necessarily. This is Recruitment by Selection — normally by interview, with a Recruitment Test (RT) added only where UPSC decides the volume of applications warrants it.

Q3. Are the Ladakh posts open to all Indian citizens?
No — Posts 6 and 7 are exclusively for Ladakh domicile holders (Category A or B under the 2025 Domicile Rules), and reservation follows the J&K Reservation Act, 2004 as extended and amended for Ladakh.

Q4. I'm a PwBD candidate — can I apply even if the post isn't reserved for my category?
Yes, provided the post is marked "suitable" for your disability category. You'll be assessed on general merit rather than a reserved quota, but age relaxation and other concessions still apply.
