📝 Job Description & Responsibilities

Director (Market Operation) is a member of the Board of Directors and reports to the Chairman and Managing Director. The post is responsible for commercial operations, electricity market operations, open access in inter-state transmission, Power Exchange operations, accounting and settlement of electricity transmitted through the grid, deviation settlement, pool account operations, integration of renewable energy, the Renewable Energy Certificate (REC) mechanism, and legal and regulatory affairs.

2. Employment Status (mandatory, on date of application AND date of interview)

Applicant must be employed in a regular capacity (not contractual/ad-hoc) in one of:

  • (a) Central Public Sector Enterprise (CPSE), including a full-time functional Director on a CPSE Board;
  • (b) Central Government Group 'A' Officer (including Armed Forces of the Union, All India Services) or officer from a Public Sector Bank/Financial Institution/Autonomous Body;
  • (c) State Public Sector Enterprise (SPSE) with annual turnover of Rs. 2,000 crore or more;
  • (d) Private Sector Company/JV (50:50 JVs of Central/State Govts, or CPSE JVs with other CPSEs/organisations)/National or State-level Cooperative Federation with annual turnover of Rs. 2,000 crore or more. Preference to candidates from listed private companies; Private Company/JV/Federation applicants are ranked by annual turnover of their entity.

Turnover note: the average audited annual turnover of the three financial years preceding the calendar year of advertisement is used to apply these limits.

3. Qualification

Engineering Graduate from a recognized University/Institution with a good academic record. MBA/PG Diploma in Management or PG in Economics will be an added advantage.

4. Experience

Minimum 5 years' cumulative experience, during the last 10 years, in Power Market Operations or Power System Operations in an organization of repute.

Minimum length of service required in the eligible scale: 1 year for internal candidates, 2 years for others, as on the date of vacancy.

(b) Other than CPSEs:

  • Group 'A' Officers of Central Government (incl. All India Services, Autonomous Bodies): must hold a post at the level of Joint Secretary, Govt. of India (or equivalent, with equivalent pay scale) on a substantive basis as on date of application. Officers holding the eligible scale only via Non-Functional Upgradation (NFU)/Next Below Rule (NBR), without holding a substantive post, are not eligible.
  • Public Sector Bank/Financial Institution applicants: must be at Board level, or at least one level immediately below Board level for one year, as on date of application.
  • Armed Forces of the Union applicants: must hold the rank of Major General (Army) or equivalent (Navy/Air Force) as on date of application.
  • SPSE/Private Company/JV/Federation applicants: must be at Board level, or at least one level immediately below Board level, as on date of application.

6. Condition of Immediate Absorption

Central Government Officers — including Armed Forces of the Union, All India Services, and officers from Public Sector Banks/Financial Institutions/Autonomous Bodies — are eligible for consideration only on an immediate absorption basis.

Vigilance clearance: The cadre-controlling/competent authority must forward applications only of candidates clear from the vigilance angle, per DPE guidelines (latest: OM No. 15(2)/2001-DPE(GM)-FTS-4199 dated 28.10.2025), with the CVC-prescribed 13-point vigilance profile proforma (CVC circular No. 10/09/24 dated 06.09.2024) attached. For SPSE/JV/Federation applicants, the same vigilance-clearance requirement applies via the Head of Organisation/Competent Authority/State Administrative Secretary/Cadre Controlling Authority.

  • No request for relaxation is entertained in any of the above cases.
