2. If no eligible candidate is found among below-poverty-line widowed/divorced/abandoned women, other women of below-poverty-line families in the same Gram Sabha/Ward.
3. If still no eligible candidate is found, women of families living above the poverty line in the same Gram Sabha/Ward.
4. If no eligible candidate is found in any of the above categories within the same Gram Sabha, category-wise selection will proceed as above from the concerned Nyaya Panchayat.
