About the Post

The Reserve Bank of India, Lucknow, has released a notification inviting applications from eligible Indian citizens for the engagement of a Bank's Medical Consultant (BMC) on a purely contractual basis. The selected candidate will be stationed at the dispensary located at Aryavart Reserve Bank Staff Quarters, Sector-J, Aliganj, Lucknow – 226024. This is a fixed-hourly-remuneration role with a contract tenure of three years.

Detailed Eligibility Criteria

To be considered for this position, candidates must satisfy all of the following conditions:

• Educational Qualification:
  • The applicant must hold an MBBS degree in the Allopathic system of medicine from a university recognized by the National Medical Commission (NMC).
  • Alternatively, applicants possessing a Post Graduate degree in General Medicine from an NMC-recognized university are also eligible to apply.
• Experience:
  • A minimum of two years of experience practicing medicine in any hospital or clinic as a Registered Medical Practitioner is mandatory.
• Location Constraint (Critical):
  • The applicant's residence or dispensary must be located within a radius of approximately 3 to 5 kilometers from the Bank's dispensary at Aryavart Reserve Bank Staff Quarters, Sector 'J', Aliganj, Lucknow.

Remuneration, Duty Hours and Conditions

The compensation structure and work schedule for the contractual engagement are strictly defined as follows:

• Contract Period: The initial engagement is for a period of three years. There will be no renewal of engagement upon the completion of this period.
• Fixed Hourly Remuneration:
  • The consultant will be paid at a rate of ₹1,000/- per hour for the entire three-year contract period.
  • Out of the total monthly remuneration, a fixed sum of ₹1,000/- per month will be treated as conveyance expenses.
  • No superannuation benefits (Pension, PF, Gratuity) are payable. No perquisites or facilities will be provided.
  • If the consultant is required to attend the dispensary on a public holiday, compensation will be paid at the same rate of ₹1,000/- per hour.
• Working Hours:
  • The dispensary operates from 08:00 AM to 10:00 AM and 04:00 PM to 06:00 PM (Monday to Saturday).
  • This totals 4 hours per day, 6 days a week.
  • The dispensary will be closed on Bank holidays, except for half-yearly and annual closing days, with the condition that it will not remain closed for two consecutive days.
• Leave and Substitution:
  • No leave is admissible under this contract.
  • If the Medical Consultant is absent, they must arrange for a substitute with acceptable qualifications and experience at their own risk and cost.

Key Duties and Responsibilities

The Bank's Medical Consultant will be required to perform the following broad duties (as per the official terms and conditions):

• Attend the dispensary during the prescribed hours and provide medical advice, prescribe medicines, and administer injections free of charge to Bank staff, their families (including dependent parents), and retired employees/spouses covered under the MAFS.
• Treat minor and major illnesses brought to the dispensary and handle emergency cases, including attending to them outside normal working hours if necessary.
• Administer all types of injections and train pharmacists to handle routine injections when the workload is heavy.
• Perform duties of a General Medical Practitioner, irrespective of any higher qualifications they may possess.
• Issue medical leave certificates and counter-sign certificates produced by employees from other practitioners.
• Inspect office premises and staff quarters monthly for sanitary and hygienic conditions and submit a report.
• Advise on drug indents, manage medicine storage, and maintain necessary records.
• Attend any other work assigned relating to the Bank's Medical Facilities Scheme and Medical Assistance Fund Scheme.

Code of Conduct and Confidentiality

The selected candidate must strictly adhere to the Bank's Code of Conduct, which includes maintaining the highest level of patient confidentiality, avoiding gifts from employees, abstaining from political activities, and maintaining strict secrecy regarding the Bank's affairs. Any breach of the terms or Code of Conduct can lead to immediate termination of the contract with a 10-day notice period.

Selection Procedure

The selection process for the single vacancy will be conducted as follows:

1. Shortlisting: The Bank will screen all applications based on eligibility criteria (qualifications, experience, distance from the dispensary). The Bank reserves the right to raise the minimum eligibility standards to limit the number of candidates called for the interview.
2. Personal Interview: Shortlisted candidates will be called for a personal interview.
3. Medical Examination: The final shortlisted applicant will undergo a medical examination/tests as per RBI norms, the cost of which must be borne by the candidate.
4. Document Verification & Agreement: Upon being found medically fit, the candidate must sign a formal contract agreement with the Bank before engagement.
