UPSC Recruitment 2026: 13 Vacancies under Advertisement 12/2026

Union Public Service Commission ने Advertisement No. 12/2026 के माध्यम से चार प्रकार के पदों पर कुल 13 vacancies घोषित की हैं। इनमें 8 Assistant Legislative Counsel, 3 Law Officer, 1 Junior Technical Officer और 1 Cardiology Specialist का पद शामिल है।

यह direct recruitment by selection की advertisement है। इसे UPSC Civil Services Examination का application form न समझें। हर vacancy का अलग number, qualification, experience और reservation position है।

Important Dates और Eligibility Cutoff

Deadline रात 11:59 बजे नहीं है। Official advertisement के page 13 और application instructions में 1800 hours दिया गया है। Official PDF में dates देखें।

Post-wise Vacancies और Reservation

PwBD reservation: Assistant Legislative Counsel की 8 vacancies में एक vacancy Blindness/Low Vision category के लिए reserved है। Law Officer की 3 vacancies में एक vacancy advertisement में निर्दिष्ट locomotor disability group के लिए reserved है। ये दोनों संबंधित totals के अंदर हैं; कुल vacancies 15 नहीं हैं।

Junior Technical Officer और Cardiology Specialist के लिए अलग PwBD reserved vacancy नहीं है, लेकिन notice में कुछ disability categories को suitable बताया गया है। “Suitable” और “Reserved” अलग बातें हैं। सभी candidates केवल PwBD status के कारण eligible नहीं हो जाते; post-wise suitability tables और बाकी requirements पढ़ना जरूरी है।

Post-wise Qualification और Experience

1. Junior Technical Officer — Sugar Technology

Essential education: Recognised University/Institute से Science या Engineering में degree, साथ में इनमें से कोई एक:

• Associateship in Sugar Technology; या
• Postgraduate Diploma in Sugar Technology।

Essential experience: Sugar Technology में teaching, research या advisory का तीन वर्ष का experience; या sugar factory में managerial capacity में काम करने का तीन वर्ष का practical experience।

Desirable: M.Sc. Chemistry या M.Tech. Sugar Technology तथा scientific/technological reports और reviews की drafting/editing का experience।

काम का स्वरूप: Teaching, research और advisory duties। Headquarters Kanpur है, लेकिन posting भारत में कहीं भी हो सकती है।

2. Assistant Legislative Counsel — Indian Legal Service

Core qualification: Recognised University की Law degree या equivalent। इसके साथ advertisement में निम्न alternative routes दिए गए हैं:

Qualified legal practitioner का अर्थ: कम-से-कम सात वर्ष practice वाला advocate/pleader; या Bombay/Calcutta High Court का attorney जिसने कम-से-कम पाँच वर्ष practice की हो; या ऐसे attorney और advocate के रूप में कुल कम-से-कम पाँच वर्ष की practice।

Superior post: State Government का ऐसा non-clerical post जिसके लिए appointment पर Law degree आवश्यक हो।

Notice में judicial service, State legal department, Central Government legal affairs और legal practice के periods की counting से जुड़े विशेष notes भी हैं। Mixed career history वाले candidates pages 5–6 पढ़कर अपना पूरा experience record मिलाएँ; इसे केवल current designation से तय न करें। Legislative drafting experience को preference दी जाएगी।

काम: Legislative drafting तथा statutory rules/orders की scrutiny। Headquarters New Delhi।

3. Law Officer — GNCTD

Essential education: Recognised Institute/University से Law degree।

Essential experience: Legal practitioner के रूप में legal work का दो वर्ष experience; या Government office में legal work का दो वर्ष experience।

काम में land acquisition matters, alternative plots से जुड़े cases, legal proceedings और departmental legal work शामिल हैं। Headquarters Land and Building Department, Delhi है। Probation पूरा करने के लिए prescribed minimum two-week induction training भी आवश्यक बताई गई है।

Law Officer: Delhi OBC की विशेष Condition

इस vacancy के OBC reservation benefits के लिए GNCTD की specific certificate conditions दी गई हैं:

• GNCTD द्वारा issued certificate में caste का GNCTD-notified OBC होना प्रमाणित हो; या
• Delhi के बाहर competent authority से issued certificate तभी applicable होगा जब उसमें caste GNCTD द्वारा OBC notified होने का उल्लेख हो और वह पिता, siblings अथवा paternal real uncles के GNCTD-issued OBC certificate पर आधारित हो, जो 8 September 1993 से पहले Delhi में रह रहे थे—जैसा advertisement में prescribed है।

Delhi OBC candidates को CAF में Central List caste serial number न मिलने की स्थिति में relevant field में “0” या “NA” दर्ज करने की अनुमति इस post की conditions में दी गई है। इसे हर OBC applicant या दूसरी vacancy के लिए सामान्य instruction न मानें। स्रोत: official PDF का page 9।

4. Specialist Grade II (Junior Scale) — Cardiology

• Indian Medical Council Act, 1956 की advertisement में निर्दिष्ट schedules के अंतर्गत recognised medical qualification; लागू additional statutory conditions सहित।
• Concerned specialty में prescribed postgraduate qualification: D.M. Cardiology या notified equivalent।
• Postgraduate degree प्राप्त करने के बाद concerned specialty में तीन वर्ष का experience।

काम में specialty patient care तथा research करना/guide करना शामिल है। यह NDMC post है और private practice prohibited है; इसके लिए Non-Practising Allowance (NPA) दिया जाता है।

Age Limits: 16 October 2026 को जाँचें

ऊपर दी गई OBC/SC limits में संबंधित category relaxation पहले से शामिल है। इनमें वही तीन/पाँच वर्ष दोबारा न जोड़ें। Assistant Legislative Counsel के qualified legal practitioner route में minimum 30 years की condition भी अलग से दी गई है।

Eligible PwBD candidates के लिए further relaxation का प्रावधान है, लेकिन relevant disability suitability, minimum 40% disability और general instructions की maximum age 56 years जैसी conditions लागू हैं। इसलिए “48 + 10 = 58” मानकर eligibility तय न करें।

Ex-servicemen तथा eligible Central/UT Government employees के लिए conditional age concessions भी हैं। Government-service concession में required continuous service, same/allied cadre और prescribed certificate की conditions हैं; हर सरकारी कर्मचारी को यह automatic नहीं मिलता।

Pay Level, Post Status और Probation

Pay levels 7th CPC Pay Matrix के अनुसार हैं। इन्हें fixed in-hand salary न समझें; actual payment applicable pay fixation, allowances और deductions पर निर्भर होगा।

Application Fee

Visa/Master/RuPay credit/debit card, UPI या internet banking के available online modes से payment किया जा सकता है। Prescribed fee के बिना application reject हो सकती है। Paid fee refundable नहीं है और दूसरे examination/selection के लिए reserve नहीं होगी।

Selection Process: Interview, और RT यदि UPSC आयोजित करे

Minimum essential qualifications पूरी करना interview call की guarantee नहीं है। अधिक applications होने पर UPSC desirable qualifications, higher qualifications, relevant experience या Recruitment Test के जरिए shortlist कर सकता है।

1. Online application और candidate claims के आधार पर scrutiny/shortlisting।
2. Recruitment Test, यदि Commission आयोजित करे।
3. Shortlisted candidates का interview और required document verification।
4. Final recommendation और Government द्वारा appointment process।

Advertisement में interview के 100 marks में minimum suitability UR के लिए 50, OBC के लिए 45 और SC/ST/PH के लिए 40 दी गई है। EWS को इस particular paragraph में अलग से सूचीबद्ध नहीं किया गया है। ये minimum suitability levels हैं, final selection cutoffs नहीं। RT होने पर उसकी minimum suitability Commission case-to-case तय करेगा।

Specific RT syllabus, test date या interview date इस advertisement में घोषित नहीं है। Recruitment by selection को निश्चित “interview only” या निश्चित written exam वाली भर्ती कहकर प्रस्तुत नहीं करना चाहिए।

Online Application: URN, CAF और Vacancy-specific Form

Official portal में चार modules हैं: Account Creation, Universal Registration, Common Application Form (CAF), और Post/Vacancy-specific module। पहले तीन common हैं; चौथा हर advertised vacancy के लिए अलग है।

1. UPSC Online Portal खोलें और instructions पढ़ें।
2. Account creation तथा Universal Registration पूरा करें।
3. CAF में personal details, qualification और applicable supporting documents भरें।
4. Advertisement 12/2026 में सही vacancy number चुनकर post-specific form पूरा करें।
5. Experience dates और duties को supporting certificates से मिलाएँ।
6. Photo, live photograph और prescribed signature upload की requirements पूरी करें।
7. यदि applicable हो तो fee pay करें और final preview सावधानी से पढ़ें।
8. 16 October 2026, शाम 6 बजे से पहले submit करें। URN, post-specific Application Number और submitted application print सुरक्षित रखें।

Correction और Withdrawal पर महत्वपूर्ण Restriction

Final submission के बाद application में correction/alteration/modification और withdrawal की अनुमति नहीं है। URN profile की one-time edit facility अलग है: उसका बदलाव पहले से submitted application में reflect नहीं होगा; update और re-lock के बाद किए जाने वाले applications पर लागू होगा।

इसलिए गलत submitted details को बाद में URN edit करके ठीक हो जाने की उम्मीद न रखें। Application Status और Payment Errors Guide में general checks देखें, लेकिन इस भर्ती के correction restrictions को प्राथमिकता दें।

Photo, Signature और Documents: Submit करने से पहले

• Photo: Uploaded photograph के साथ CAF में live photo capture भी required है।
• Signature: Plain white paper पर black ink से तीन signatures, एक के नीचे एक, करके upload करने का निर्देश है।
• File size: Current portal instructions में बताए limits का पालन करें; सभी documents के लिए एक अनुमानित size limit न मानें।
• ID: Aadhaar strongly advised है; notice में Voter ID, PAN, Passport, Driving Licence और अन्य permitted government photo IDs भी सूचीबद्ध हैं।
• Language: Hindi/English के अलावा किसी भाषा के document के साथ prescribed attested transcript देना होगा।

Candidate Tools में image/signature resizing और PDF utilities उपलब्ध हैं। पहले portal की required dimensions/size पढ़ें; readability या prescribed तीन-signature layout खराब न करें।

Experience Certificate में क्या होना चाहिए?

Organisation/department से issued certificate में employment की start/end dates, nature of duties, relevant experience और basic/consolidated pay का विवरण होना चाहिए। Prescribed proforma इस्तेमाल करना बेहतर है; दूसरे format में सभी required details होने पर Commission merit पर विचार करेगा।

Notice के अनुसार part-time, daily-wage और visiting/guest-faculty experience को interview shortlisting के लिए valid experience calculation में नहीं गिना जाएगा। अपने experience route को इसी condition के साथ जाँचें।

Post-wise Qualification और Experience Proof Checklist

Apply करने से पहले अपनी चुनी हुई vacancy की हर essential condition के सामने उसका documentary proof रखें। केवल designation या resume से relevant experience सिद्ध नहीं होता; certificate में actual duties और employment dates भी स्पष्ट होनी चाहिए।

Assistant Legislative Counsel: अपना Eligibility Route चुनें

Qualified legal practitioner की definition में Bombay/Calcutta High Court attorney के रूप में कम-से-कम 5 वर्ष practice, अथवा ऐसे attorney और advocate के रूप में कुल कम-से-कम 5 वर्ष practice का alternative भी है। Judicial service, legal-department service और practice periods को गिनने के विशेष provisions के लिए notification के pages 5–6 पढ़ें।

हर Experience Certificate की जाँच

• Issuing authority: Relevant prescribed proforma के अनुसार सही authority से issued और signed certificate हो।
• Exact dates: Employment/practice period की शुरुआत और समाप्ति day, month और year सहित स्पष्ट हो।
• Nature of duties: केवल “worked satisfactorily” के बजाय claimed relevant work का विवरण हो।
• Post और organisation: Designation, department/organisation और applicable role स्पष्ट हों।
• Pay details: Employment certificate में prescribed basic/consolidated pay details हों। Legal-practice route के लिए relevant proforma देखें।
• पूरे claim का support: Application में बताए सभी experience periods के लिए supporting certificates हों।
• Closing date: Required eligibility 16 October 2026 तक पूरी होती हो; उसके बाद के समय को जोड़कर claim न करें।
• Application से match: Form में dates, duties और designation certificate से मेल खाते हों।

Prescribed format से अलग certificate में सभी required details हों तो Commission उस पर merit के आधार पर विचार कर सकता है। इसका अर्थ automatic acceptance नहीं है। Notice के अनुसार part-time, daily-wage और visiting/guest-faculty experience interview shortlisting के लिए valid experience calculation में नहीं गिना जाएगा।

Submission से पहले तीन Practical Checks

• Cardiology: यदि कुल medical experience 5 वर्ष है लेकिन prescribed PG degree के बाद केवल 2 वर्ष हैं, तो 3-year post-PG requirement पूरी नहीं होती।
• Junior Technical Officer: Science/Engineering degree के साथ experience होने पर भी prescribed Sugar Technology Associateship/PG Diploma की requirement अलग से पूरी होनी चाहिए।
• Law Officer: Government office में 2 वर्ष नौकरी का certificate तभी relevant होगा जब उसमें आवश्यक legal work का अनुभव सिद्ध हो।

ऊपर के examples केवल self-check के लिए हैं। किसी discretionary qualification/experience relaxation को पहले से स्वीकृत न मानें। अंतिम निर्णय UPSC का होगा।

Interview और Employed Candidates के लिए Instructions

• Initial application printout या documents post/hand से UPSC भेजने की जरूरत नहीं है; बाद में माँगे जाने पर instructions के अनुसार प्रस्तुत करें।
• Interview पर submitted application का print, original documents, self-attested copies और summon letter में माँगी चीजें लानी होंगी।
• Regular Government employees को अपने Head of Office/Department को आवेदन की लिखित सूचना देने संबंधी declaration देना होगा।
• Registered email active रखें; correspondence और interview-related instructions वहाँ भेजे जाएँगे तथा website पर भी updates आएँगे।
• Exam/interview venue पर mandatory face authentication के लिए पर्याप्त समय से पहुँचने का निर्देश है।
