Educational Qualification & Experience

For Manager (System) & Senior Programmer:

  • Essential: Bachelor's degree with diploma in Computer Science OR Bachelor's degree with 'O' level certificate from DOEACC (now NIELIT).
  • Preferred: Territorial Army service (min. 2 years) or NCC 'B' Certificate.

For Programmer Grade-2:

  • Essential: Bachelor's degree with diploma in Computer Science OR Bachelor's degree with 'O' level certificate from DOEACC.
  • Preferred: Territorial Army service (min. 2 years) or NCC 'B' Certificate.

For Computer Operator Grade-B:

  • Essential: Bachelor's degree with diploma in Computer Science OR Bachelor's degree with 'O' level certificate from DOEACC.
  • Skills: Knowledge of data entry in Hindi and English on MS Office/Lotus/Smart Suite, exposure to networking, and typing speed of 25 wpm in Hindi and 40 wpm in English.
  • Preferred: Territorial Army service (min. 2 years) or NCC 'B' Certificate.

Age Limit

  • General Category: Minimum 21 years and maximum 40 years as on 01 July 2026 (born not earlier than 02 July 1986 and not later than 01 July 2005).

    • SC/ST/OBC of UP, Skilled Players, State Govt. Employees (incl. Basic Shiksha Parishad & aided schools): 5 years relaxation.

Reservation for SC/ST/OBC/EWS candidates of Uttar Pradesh, as well as horizontal reservation for Dependents of Freedom Fighters, Female candidates, Ex-Servicemen, and Persons with Disabilities, shall be applicable as per relevant government rules.

Detailed Application Process – OTR & Online Form

What is OTR (One Time Registration)?

UPPSC has implemented an OTR-based application system. Candidates must first register on the OTR portal (https://otr.parkisha.nic.in) to obtain a unique OTR number. This number is mandatory to apply for any examination conducted by UPPSC. Candidates who have already obtained an OTR number can use it directly.

Step-by-Step Application Process

The online application consists of four stages:

Stage 1 – Authentication with OTR

  1. Visit https://uppsc.up.nic.in and click on "All Notifications/Advertisements".
  2. Select the relevant advertisement and click on "Apply".
  3. Click on "Authenticate with OTR".
  4. If you have an OTR number, tick "Yes" and enter your OTR number. Click "Proceed" and authenticate via OTP (received on registered mobile/email) or OTR password.
  5. If you do not have an OTR number, tick "No" and first register on the OTR portal to obtain one.
  6. Upon successful authentication, your personal details (as filled in OTR) will be auto-filled. You only need to fill the essential qualification required for the post.

Stage 2 – Submit Details

After completing Stage 1, the Applicant Dashboard appears. Click on "Submit Details" under "Application Part-2". Your permanent and correspondence address (from OTR) and the preferential qualifications for the post will be displayed. Select Yes/No for each preferential qualification.

Stage 3 – Fee Payment

After completing Stage 2, the Fee Confirmation Window appears. Click "Yes" to proceed for fee payment. You will be redirected to the SBI MOPS payment gateway where you can pay via Net Banking, Card, or other modes. After successful payment, a Payment Transaction Slip will be generated. If payment fails, log in again via Candidate Dashboard and click on "Pending Payment" to retry.

Note: Fee payment is mandatory for application submission. Print and keep the payment receipt.

Stage 4 – Final Submission

After successful fee payment, the application form will be displayed. Take a printout and keep it safe. You may modify the application form only once before the last date for correction/modification (10 September 2026) by logging into the Candidate Dashboard.

Weightage for Chief Minister Fellowship Research Scholars

Research scholars who have successfully completed their tenure under the Chief Minister Fellowship Programme will receive weightage in the examination as per the table below:

Examination Scheme

Negative Marking Rule

  • For each wrong answer, one-third (0.33) of the marks assigned to that question will be deducted.

  • SC/ST candidates: 35% marks required to be placed in the merit list.
  • Other categories (UR/OBC/EWS): 40% marks required.

OMR Answer Sheet Instructions

  • Use black ball point pen only to fill the OMR sheet.
  • Do not use whitener, blade, pin, or rubber.
  • Properly blacken the circles; incorrect filling may result in non-evaluation.
  • The OMR sheet will have three copies: Original (Pink), Preserved (Green), and Candidate's copy (Blue). The candidate will retain the Blue copy.

⚠️ CRITICAL WARNING – READ CAREFULLY

  • OTR Registration is Mandatory: Candidates must obtain an OTR number at least 72 hours before submitting the online application. Applications without a valid OTR number will be rejected.
  • Strict Deadlines: Online application and fee payment must be completed by 03 September 2026. Correction/modification window closes on 10 September 2026. No extensions will be granted.
  • Fee is Non-Refundable: Once paid, the application fee will not be refunded under any circumstances.
  • False Information: Furnishing false information or concealing material facts will lead to cancellation of candidature and debarment from future examinations for up to 5 years.
  • Minimum Efficiency Standard: Candidates who do not secure the minimum qualifying marks (35% for SC/ST, 40% for others) will be disqualified, regardless of their rank.
