CTET Paper 1 is for candidates who want to teach Primary level (Class 1 to Class 5). The eligibility for Paper 1 is the most debated topic in the teaching community because of the 2023 Supreme Court order that drastically changed the rules for B.Ed holders. As per the current NCTE (National Council for Teacher Education) norms, only candidates with diploma-level elementary education qualifications are eligible for Paper 1.

*Important Note: B.Ed candidates were earlier allowed for Paper 1 with a mandatory 6-month Bridge Course. However, the Supreme Court of India struck down this NCTE notification on 8 April 2023 (later confirmed in August 2023). B.Ed degree is NO LONGER valid for CTET Paper 1.

⚖️ The Landmark Supreme Court Order — B.Ed Out of Paper 1

On 8 April 2023, the Supreme Court of India delivered a historic judgement in the case Devesh Sharma vs Union of India. The court ruled that NCTE's 2018 notification, which allowed B.Ed graduates to teach at the primary level (Class 1-5) after completing a 6-month bridge course, was illegal and beyond NCTE's authority. The verdict was reaffirmed in August 2023 when the court rejected the review petition filed by NCTE.

The court held that primary teaching requires specialized training in child psychology, pedagogy, and elementary education methods — which B.Ed (designed for secondary/senior secondary teaching) does not provide. As a result, from CTET 2023 December session onwards, B.Ed holders cannot apply for Paper 1. They are now restricted to Paper 2 (Class 6-8) only. Lakhs of B.Ed aspirants who had cleared CTET Paper 1 in earlier years had their certificates effectively rendered invalid for primary teacher recruitment.

CTET Paper 2 is for candidates aspiring to teach at the Upper Primary level (Class 6 to Class 8). The eligibility criteria for Paper 2 is broader and includes both B.Ed and D.El.Ed holders. However, you must note that Paper 2 is divided into two streams — Mathematics & Science teacher OR Social Studies/Social Science teacher — based on your graduation subjects.

❓ Common Eligibility Confusions — Cleared!

1. Can Final-Year Students Apply for CTET 2026?

YES! Candidates pursuing the final year of D.El.Ed, B.El.Ed, B.Ed, or graduation can apply for CTET 2026. They must select "Appearing" status in the application form. However, at the time of joining a teaching job, they must produce the final passing certificate. If they fail their final year, their CTET certificate will be considered invalid for that recruitment.

2. Is ECE / NTT Valid for CTET?

NO. Early Childhood Education (ECE) and Nursery Teacher Training (NTT) are NOT recognized by NCTE for CTET. These qualifications are designed for Pre-Primary level (Nursery, LKG, UKG) and are accepted only for private pre-schools, Anganwadi, KGBV, and state-level pre-primary teacher recruitment in select states like Tamil Nadu, Kerala, and Maharashtra.

3. Is B.Ed Valid for CTET Paper 1?

NO, not anymore. As per the Supreme Court order dated 8 April 2023 (Devesh Sharma vs Union of India), B.Ed holders are no longer eligible for CTET Paper 1 (Class 1-5). B.Ed candidates can only apply for Paper 2 (Class 6-8). This rule is applicable from CTET December 2023 onwards.

4. Can I Apply for Both Paper 1 and Paper 2?

YES, if you have qualifications for both. For example, if you have Graduation + D.El.Ed, you are eligible for both papers. Many candidates apply for both because it doubles the job opportunities — qualifying for both papers makes you eligible for KVS, NVS, DSSSB, and state recruitments for Class 1-8.

5. What is the Validity of CTET Certificate?

CTET certificate has LIFETIME validity since 2021. Earlier (before June 2021), the validity was only 7 years. If you cleared CTET before 2021 and your certificate has expired, you need to retake the exam.

6. Is There a Limit on the Number of CTET Attempts?

NO. There is no limit on the number of attempts. You can take CTET as many times as you want to improve your score. Many candidates re-appear to improve their marks for better job prospects.

7. Can I Apply for CTET Without B.Ed/D.El.Ed?

NO. You MUST have either D.El.Ed (for Paper 1) or B.Ed/D.El.Ed (for Paper 2). Only an academic qualification (12th or Graduation) without a professional teaching qualification will NOT make you eligible.
